Content Complete was the official Negotiation Agent for the UK's electronic journals licensing initiative, NESLi2 between 2004 and 2009. Acting on behalf of the Higher Education Funding Council, CCL was responsible for negotiating electronic journal agreements on behalf of the Further and Higher Education and Research Council communities in the United Kingdom.More information about NESLi2 and its agreements can be found here.

The 'Irish Research eLibrary' initiative commenced in March 2004, following the provision of special funding by Science Foundation Ireland and the Higher Education Authority and covers the seven universities of Ireland.CCL was appointed as IReL's Negotiation Agent for Phases 1, 2, 3 and 4 (2010-2012) of the programme, which has included negotiations with over 90 scholarly publishers and content providers.More information about IReL and its agreements can be found here.
